- If you buy your own cylinder, you can fill it anywhere because you own it. Filling your own cylinder at a non-compliant LP Gas Distributor raises the possibility that your cylinder may be unsafe to use (See why: Why you should not buy from a Non-compliant LP Gas Distributor).
- Because you purchased the cylinder, you are also responsible for maintaining it to ensure that it is always safe to use. The cylinder must be inspected and pressure tested at regular intervals, as required by law. When you purchase your own cylinder, you are responsible for all of this because you own the cylinder(s).
- When you obtain a commercially branded cylinder (you will have to pay a refundable deposit) from a reputable company, the branded company (owner) is responsible for ensuring that each cylinder is safe for use (regularly inspected for any damage and pressure tested at intervals as required by law).
- In light of this, the Network advises consumers to use commercially branded cylinders whenever possible. Some of the smaller cylinders may not be available as a commercially branded cylinder, in which case you must purchase your own cylinder from a retailer.

Keeping in mind that if you own a cylinder that you purchased from any retailer (privately owned cylinder) you are the owner and can give permission to any LP Gas Distributor, compliant or non-compliant) to fill your cylinder. This is legal.
However, the ownership of a commercially branded cylinders always remains vested in the branded owner (See: Commercially Branded Cylinders). Even if you are currently in possession of a commercially branded cylinder, you own the gas inside the cylinder BUT you don’t own the cylinder. The Pressure Equipment Regulations clearly state that commercially owned cylinders may only be filled by the owner or contracted distributors appointed by the owner.
As such, any commercially branded cylinder filled by the owner or any of it’s appointed and contracted distributors has been filled legally.
On the other side, any commercially branded cylinder filled and distributed by anyone without written permission from the branded owner, is deemed to be filled and distributed illegally.
- The branded owner retains ownership of commercially branded cylinders at all times (See: Commercially Branded Cylinders). Even if you currently are in possession of a commercially branded cylinder, you own the gas inside the cylinder but not the cylinder itself. Commercially owned cylinders may only be filled by the owner or contracted distributors appointed by the owner, according to the Pressure Equipment Regulations.
- As a result, any commercially branded cylinder filled by the owner or any of its appointed and contracted distributors is legally filled.
- On the other hand, any commercially branded cylinder filled without written permission from the branded owner is considered illegally filled.

Non compliant LP Gas Distributors will often give a cash receipt or invoice that excludes crucial information that could link them to the cylinder afterwards to avoid taking responsibility for the cylinders that they sell.
Most importantly, your insurance company may require you to provide a proper invoice for the cylinder that you purchased in order for them to determine whether the cylinder was filled and supplied by a fully compliant LP Gas Distributor in order to validate a possible claim for damages caused by the cylinder. If it is discovered that the cylinder was illegally filled, your insurance company may deny your claim for any damages caused by the illegally filled cylinder.

WHAT IS THE QR-CODE FOR?
THE PURPOSE OF A QR CODE IS TO PROTECT YOU, and here’s how:
- If you buy LP Gas from an LP Gas Distributor, Service Station, or any Retailer and they do not have the Safe Gas, it means they are not registered with the Network as a fully compliant LP Gas Distributor.
- If they display the Verified Member Logo to indicate that they are members, you can scan the QR-code displayed on their marketing material to confirm that they are an active member of the Network and, as such, fully compliant, and you can safely buy LP Gas from them.
- The QR Code on the invoice is there so you can scan it to verify that the LP gas distributor you wants to buy from are an active registered member of the Safe Gas Network. When LP Gas is delivered to your home, scan the QR-code and ensure that the results match the information on the invoice. This is to protect you from unscrupulous distributors who will forge the QR-code in order to trick you into thinking they are a Network Member.
